Kampala– The Chief Registrar, Her Worship Agnes Alum, has met with officials from the National Social Security Fund (NSSF) to strengthen collaboration on the digital verification of court documents and explore system integration aimed at improving public service delivery.

The meeting, held earlier this afternoon, followed previous engagements after NSSF sought guidance on the verification of Grants of Probate and Letters of Administration issued by the Courts, particularly following the introduction of QR codes on court documents under the Electronic Court Case Management Information System (ECCMIS).

 

The NSSF delegation comprised Mr. Isaac Ogwang, Senior Manager, Enforcement and Litigation; Ms. Rachel Nsenge, Manager, Litigation; and Ms. Pauline Nagadya, Senior Manager, Benefits and Data.

The Chief Registrar thanked NSSF for its continued partnership with the Judiciary and for accommodating the rescheduling of the meeting due to her official commitments. She described NSSF as a key stakeholder and noted that the Judiciary’s ongoing digital transformation requires continuous engagement with partner institutions to ensure seamless service delivery.

 

HW Alum said the Judiciary had taken note of the issues raised by NSSF and had invited its ICT team to address the technical concerns and identify practical solutions.

 

Speaking on behalf of NSSF team, Mr. Isaac Ogwang commended the Judiciary for digitising the verification process, noting that ECCMIS has significantly reduced the need for physical visits to courts when processing survivors’ benefits. He, however, highlighted challenges encountered with some QR codes redirecting users to the Judiciary’s general website instead of the specific documents requiring verification. Healso raised concerns about delays in document verification at Mbarara Chief Magistrate’s Court and proposed future integration between the NSSF and Judiciary systems to further improve efficiency.

 

In response, the Chief Registrar reiterated the Judiciary’s commitment to digital transformation, describing digitisation as a key pillar of improving access to justice and public service delivery. She underscored the importance of integrating government systems to provide faster and more efficient services and undertook to follow up on the reported delays at Mbarara Chief Magistrate’s Court to establish their cause and provide feedback.

 

Addressing the technical concerns, Senior Systems Administrator Ms. Flavia Chandiru explained that ECCMIS is API-compliant and designed to integrate with other government systems. She shared that the Judiciary has already integrated ECCMIS with the Uganda Revenue Authority and is in the final stages of integrating the System

with other government institutions.

 

Ms. Chandiru clarified that QR codes embedded on court documents are intended to provide direct access to the relevant case information, although occasional technical glitches may occur. She demonstrated the verification process and encouraged NSSF to establish ECCMIS user accounts to facilitate easier access to court records.

 

The meeting resolved to strengthen collaboration on system integration, enhance technical support for ECCMIS users, and follow up on the concerns raised regarding document verification at Mbarara Chief Magistrate’s Court. NSSF also committed to formally communicate its interest in integrating its systems with ECCMIS.
