Kampala– Assistant Commissioner of Police (ACP) Emitu Ezekiel Ebapu has officially taken over as the new Kampala Metropolitan Police (KMP) Commander, succeeding CP Richard Ecega.
The handover ceremony was held at Central Police Station in Kampala and was presided over by AIGP Mwesigwa Frank, the Director of Operations.
In his remarks, AIGP Mwesigwa commended the outgoing commander for his dedicated service and exemplary leadership during his tenure at the helm of one of the country’s most demanding policing jurisdictions.
“Kampala Metropolitan Police operates in one of the most sensitive and complex policing environments in the country, requiring constant vigilance, resilience, and sound judgment,” he noted.
He applauded CP Ecega for executing his responsibilities with commitment and professionalism, urging him to carry forward the experience gained into his new assignment and continue serving with distinction.
Addressing the incoming commander, AIGP Mwesigwa emphasized that a change in command represents more than a transfer of office.
“Command is not merely a change of office, but a transition of responsibility, authority, and accountability,” he said.
He tasked ACP Emitu with prioritizing crime prevention through strengthened inter-agency collaboration, maintaining firmness and restraint in operations, and upholding professionalism in the execution of duties. He also stressed the need for enhanced discipline, close supervision, and operational accountability within the force.
AIGP Mwesigwa further underscored the importance of building and sustaining strong partnerships with the community, describing public trust as a strategic asset in effective policing.
In his concluding remarks, the Director of Operations called upon ACP Emitu to execute his mandate diligently and professionally, guided by discipline and an unwavering commitment to public service.
ACP Emitu now assumes leadership of the Kampala Metropolitan Police at a time when the city continues to grapple with complex security challenges that demand coordinated, intelligence-led and community-centered policing approaches.
