Mukono District Chairperson, Hon. Francis Lukooya Mukoome, has intensified his campaign to improve healthcare service delivery through unannounced visits to government health facilities across the district, aimed at monitoring staff performance, assessing service delivery standards, and addressing challenges affecting access to quality healthcare.

District officials during their visit

During a surprise visit to Nabalanga Health Centre III in Nakifuma-Naggalama Town Council, Hon. Lukooya was accompanied by members of the District Executive Committee, the District Speaker Hon. Hajji Asuman Muhumuza Lubowa, and District Communications Officer Mr. Kaddu Derrick.

Upon arrival at the facility, Hon. Lukooya expressed satisfaction after finding all health workers present and actively attending to patients despite it being a public holiday. He commended the staff for their commitment, professionalism, and dedication to serving the community.

Health workers at the facility welcomed the District Chairperson and thanked him for his continued support toward strengthening healthcare services. They recalled his previous tenure as District Chairperson in 2006/2007 when he spearheaded the construction of the maternity ward at Nabalanga Health Centre III, describing his return to office as a renewed opportunity for improved service delivery.

The facility’s Deputy In-Charge, Ms. Nnalongo Prossy Naluyange, was also highly praised by community members led by Omuttaka Ssemugenyi for her dedication, professionalism, and commitment to ensuring that residents receive quality healthcare services.

However, residents raised concerns regarding the poor state of roads, particularly around the Kattambwa drainage area, which they said continues to affect transportation and access to essential services. They appealed to the district leadership for intervention, noting that local efforts to maintain the roads have been limited by inadequate financial resources.

Speaking during the visit, the District Secretary for Health, Hon. Anna Lubulwa, applauded Hon. Lukooya’s hands-on leadership style, saying it has significantly improved accountability within the health sector.

She noted that the Chairperson’s regular monitoring visits have motivated health workers to report to duty consistently and provide better services to the public.

“We have not witnessed this kind of direct leadership and supervision for many years. These visits are helping to strengthen healthcare service delivery while also giving communities an opportunity to raise their concerns directly to district leaders,” Hon. Lubulwa said.

She further highlighted the urgent need for an ambulance in Nakifuma-Naggalama Town Council, noting that emergency referrals remain a major challenge for the community. She appealed to the District Chairperson to prioritize the acquisition of an ambulance to save lives and improve emergency healthcare response.

Hon. Lubulwa also encouraged health facility management to plant more trees within health centre compounds, emphasizing that a clean and green environment contributes positively to patient recovery and overall wellbeing.

Addressing health workers and residents, Hon. Lukooya revealed that despite arriving at the facility at exactly 6:00 PM on a public holiday, no complaints had been raised regarding absenteeism or poor service delivery.

“I thank all the health workers for their dedication and commitment. Continue serving our people with the same spirit, professionalism, and love for the community,” he said.

The District Chairperson also commended District Communications Officer ,Mr Kaddu Derrick Mbojjana for his dedication and commitment in promoting government programmes and improving communication between district leaders and residents.

As part of his broader strategy to strengthen healthcare services across Mukono District, Hon. Lukooya pledged to recruit additional health workers immediately after the establishment of the District Service Commission.

He specifically promised to recruit and deploy two doctors to Health Centre III facilities to improve access to medical services in rural communities.

The Chairperson further pledged to secure an ambulance for Nakifuma-Naggalama Town Council to improve emergency response and patient referrals.

In addition, he revealed plans to upgrade Mukono General Hospital to referral status, explaining that the upgraded facility would host specialist consultants capable of managing diseases and medical conditions commonly affecting residents within the district.

Hon. Lukooya emphasized that improving healthcare remains one of the key priorities of his administration and pledged to continue engaging communities directly to ensure government services meet the needs of the people.

The continued surprise visits to health facilities by Hon. Francis Lukooya Mukoome demonstrate Mukono District’s commitment to strengthening accountability, improving healthcare service delivery, and ensuring that government health workers remain responsive to the needs of the public. The Chairperson’s pledges to recruit additional doctors, provide an ambulance for Nakifuma-Naggalama Town Council, and upgrade Mukono General Hospital to referral status reflect a broader vision of expanding access to quality healthcare services across the district.
