Nakifuma– The education fraternity in Mukono District gathered at St. Joseph Naggalama Mixed Primary School to witness the swearing-in of a new executive committee for the Mukono Primary Head Teachers Association, while also celebrating the district’s remarkable performance at the 2026 National Primary Schools Ball Games.

The event marked the end of the association’s 2022–2026 leadership term and recognized Mukono District’s achievement of winning three trophies and twelve gold medals at the national championships held in Tororo District.
The ceremony was presided over by Principal Assistant Chief Administrative Officer Mr. Daniel Kamala, who officially swore in the newly elected executive committee. Among the dignitaries present were Mukono District Chairperson Hon. Francis Lukooya Mukoome, Assistant Resident District Commissioner Mr. Sadic Kakaire, District Education Officer Mr. Rashid Kikomeko, District Inspector of Schools Mr. Robert Mawanda Armfrey, education inspectors, and head teachers from across the district.
During the ceremony, Ms. Florence Namirembe, Head Teacher of St. Mark Kikandwa Church of Uganda Primary School, was sworn in as the new President of the Mukono Primary Head Teachers Association, succeeding Mr. Nganda Vianney Vincent. Mr. Kazibwe Charles Mbidde retained his position as Vice President representing private schools alongside other elected executive members.
Speaking during the handover, outgoing Vice President Mr. Kazibwe thanked members for their cooperation and teamwork throughout the association’s four-year term, noting that unity and collaboration had enabled the association to achieve significant milestones.
District Inspector of Schools Mr. Robert Mawanda Humphrey commended teachers for their dedication and achievements while applauding the District Education Officer for providing leadership and mentorship that has strengthened the education sector in Mukono.

Mr. Mawanda urged teachers to embrace constructive criticism and professionalism in service delivery. He warned against operating unlicensed schools, illegal boarding sections, and the practice of registering Primary Six learners for Primary Leaving Examinations. He also cautioned schools against overcharging parents during candidate registration and condemned the practice of some private schools registering candidates from other schools to maintain favorable examination records.
He revealed that more than 90 percent of schools had already completed PLE registration and encouraged the remaining institutions to comply within the stipulated timeline.
The District Sports Officer, Ms. Proscovia Nanziri, highlighted Mukono’s outstanding performance at the National Primary Schools Ball Games, announcing that the district emerged champions in several categories including Under-12 Boys, Under-12 Girls, and Under-14 Boys competitions.
According to Ms. Nanziri, Mukono District was represented by 42 athletes and returned home with three trophies and twelve gold medals, a reflection of the district’s growing investment in sports development. She thanked head teachers, district leaders, education officials, and stakeholders whose support contributed to the achievement.
Meanwhile, the Inspector in Charge of Music, Dance and Drama, Ms. Sandra Sserwadda, encouraged schools to increase participation in regional and national cultural competitions, emphasizing the importance of talent development beyond academics.
District Education Officer Mr. Rashid Kikomeko urged schools to ensure that no learner is sent home due to lack of scholastic materials. He encouraged teachers to keep learners in class while engaging parents to gradually provide the required materials.
Addressing the gathering, Mr. Daneil Kamala warned against absenteeism, multiple employment arrangements during official working hours, and failure to report teachers who abscond from duty. He emphasized that such practices undermine professionalism and service delivery.
He further directed schools to comply with education regulations, maintain Standard Operating Procedures, promptly report health-related incidents, and ensure that no learner is denied access to education because of unpaid school dues.
Mukono District Secretary for Health and Education Hon. Anna Lubulwa congratulated teachers for the district’s improved performance and challenged them to eliminate Grades U and X in the forthcoming PLE examinations.
Mr. Godfrey Kataabu, Assistant Town Clerk of Nakifuma-Naggalama Town Council, emphasized the importance of timely submission of assessment reports and encouraged head teachers to involve local government leaders during PTA meetings to enhance accountability and planning.
Mukono District Vice Chairperson Hon. Innocent Tumwesigye cautioned civil servants against engaging in partisan politics while serving in government and revealed ongoing plans to establish sports clubs at sub-county level to nurture talent among young people.
While addressing the gathering, District Chairperson Hon. Francis Lukooya Mukoome congratulated the association upon the successful leadership transition and applauded schools for promoting Mukono’s image through sports and academic excellence.
Hon. Lukooya announced plans to establish grassroots sports academies and organize sub-county sports tournaments across Mukono District to identify and nurture young talent from an early age.
He further warned school administrators against soliciting unauthorized funds from parents in government schools and directed education authorities to investigate complaints related to illegal charges.
The district chairperson also instructed head teachers to stop sending learners home because of school dues and challenged schools to improve academic performance by increasing the number of first grades while reducing failures.
In addition, Hon. Lukooya pledged continued investment in the education sector through the provision of water facilities, security cameras, and other critical infrastructure in government schools.
Assistant RDC Mr. Sadiki Kakaire reiterated the call for schools to protect learners’ right to education and assured stakeholders that the ongoing recruitment process would help address the shortage of teachers in Mukono District.
The swearing-in of the new Mukono Primary Head Teachers Association leadership not only marked a smooth transition of leadership but also provided an opportunity to celebrate the district’s achievements in sports and education. Leaders emphasized professionalism, accountability, improved academic performance, and talent development as critical priorities for the future.
With the unveiling of plans to establish grassroots sports academies and sub-county tournaments, coupled with continued investment in school infrastructure and teacher recruitment, Mukono District remains committed to nurturing both academic excellence and sporting talent while ensuring that every child has access to quality education.
