Mukono-The outgoing Chairperson of Mukono District Local Government, Hon. Rev. Dr. Peter Bakaluba Mukasa, on Monday, officially handed over the office of the District LCV Chairperson to the Chief Administrative Officer (CAO) of Mukono District, pending the swearing-in of the newly elected District Chairperson scheduled for Friday, 15th May 2026 at Namanoga Public Primary School Playground.

The handover ceremony was held at the Office of the District Chairperson and was attended by the Resident District Commissioner (RDC) of Mukono, Hajjati Fatuma Ndisaba Nabitaka, former RDC Mr. Kalungi, Hon. Jorem Kabali Kimera, the Vice Chairperson LCV and Secretary for Finance, Planning and Administration, Hon. Robert Sentongo Mwesigwa, Secretary for Works, Water, Environment and Natural Resources and District Councilor representing Nakisunga Sub-county, the Deputy Chief Administrative Officer, Mr. Ddamba Henry, and all Heads of Departments.

The Chief Administrative Officer’s office confirmed that the handover process was conducted in line with guidance from the Permanent Secretary of the Ministry of Local Government, which directed all local governments to complete official handovers by 11th May 2026 ahead of the swearing-in of new leaders.

Speaking during the handover, Mr. Ddamba Henry thanked Hon. Rev. Dr. Peter Bakaluba Mukasa for his dedicated leadership and commitment to serving the people of Mukono. He praised the outgoing chairperson for his significant contribution to the district’s development, highlighting achievements such as the successful implementation of the Greater Kampala Metropolitan Area Urban Development Programme (GKMA-UDP) involving Mukono District and Mukono Municipality.

Mr. Ddamba also noted that during Hon. Bakaluba’s five-year leadership, Mukono District’s budget significantly increased, institutional performance had improved, and the district had risen to position 20 in the national Local Government Performance Assessment rankings. He further commended him for championing land ownership regularization and promoting unity, professionalism, and teamwork among district staff.

While officially handing over office, Hon. Rev. Dr. Peter Bakaluba Mukasa expressed gratitude to the people of Mukono for entrusting him with the responsibility to lead the district. He also thanked government workers, political leaders, and the Office of the RDC under Hajjati Fatuma Ndisaba Nabitaka for their cooperation throughout his tenure.

Hon. Bakaluba reflected on key achievements during his leadership, including efforts to complete the district headquarters building, improve healthcare services, support road maintenance, expand access to clean water, and strengthen local revenue collection. He revealed that Mukono District’s budget has now grown to UGX 193 billion for the Financial Year 2026/2027. He also highlighted progress in institutional development, including the acquisition of an official vehicle for the District Chairperson.

However, he expressed concern over one of the major challenges facing local governments limited funding. He observed that although local governments are responsible for delivering essential services such as road construction, school development, and community welfare, they often receive inadequate financial support compared to other government institutions. He called for increased funding to local governments to enable better and more effective service delivery to citizens.

Hon. Bakaluba also reminded political leaders that leadership is about service, not personal gain. He urged leaders to focus on serving the people of Mukono and Uganda rather than using leadership positions for wealth accumulation or personal interests, such as land transactions. He encouraged all leaders to ensure they leave behind meaningful achievements that positively impact communities.

In her remarks, Mukono RDC Hajjati Fatuma Ndisaba Nabitaka highly commended Hon. Rev. Dr. Peter Bakaluba Mukasa for his dedicated service and his willingness to peacefully hand over office. She appreciated his cooperation with government despite being in the opposition and praised his commitment to teamwork, coordination, and support for government programmes.

She noted that despite Mukono’s political complexities, including conflicts and competing interests, Hon. Bakaluba remained active in mobilizing residents across different sub-counties to embrace government development initiatives. She encouraged the district leadership to continue utilizing his experience and expertise, describing him as an important asset and investor in the district.

Hajjati Ndisaba also called upon Mukono residents and leaders to prioritize proper urban planning and trade order, urging them to focus on the construction of a modern market and a district hospital rather than engaging in unnecessary disputes. She further encouraged Hon. Bakaluba to continue engaging fellow leaders, especially in Nakifuma, to promote unity and development.

The official handover marks the end of Hon. Rev. Dr. Peter Bakaluba Mukasa’s tenure as Mukono District LCV Chairperson and signals the beginning of a new chapter for the district. His leadership leaves behind a legacy of improved district performance, stronger institutional development, and a powerful reminder that leadership must be rooted in service and accountability.

As Mukono prepares to welcome new leadership, stakeholders have emphasized the importance of continuity, unity, and commitment to effective service delivery. The call for increased support to local governments and servant leadership remains central to ensuring that the people of Mukono continue to benefit from meaningful development and responsive governance.
