Kampala- The Acting Chief Registrar, Her Worship (HW) Lamunu Pamella Ocaya, today hosted Ms. Ruth Mputeni, the Chief Corporate Affairs and Public Relations Officer of the Malawi Judiciary, at the Judiciary Headquarters in Kampala during a courtesy call held as part of Ms. Mputeni’s ongoing study tour.

Welcoming the visiting official, HW Lamunu said the Ugandan Judiciary remains committed to openness, institutional learning, and knowledge sharing across jurisdictions. She noted that the institution has deliberately invested in structured communication systems to strengthen internal coordination and improve public engagement.

She explained that the Judiciary uses multiple communication platforms, including dedicated WhatsApp forums that link judicial officers and staff at different levels, from Supreme Court Justices to clerks and support staff, to ensure timely information flow and institutional cohesion.

HW Lamunu said she serves as the official spokesperson of the Judiciary, with delegated communication responsibilities assigned to the Registrar and Public Relations Officer, HW James Ereemye Jumire Mawanda, who leads the communications team.

She added that her administrative docket includes overseeing the welfare and coordination of more than 500 judicial officers, a task she said requires a strong and responsive communication function.

“Without a well-coordinated and proactive Public Relations team, it would be extremely difficult to effectively manage communication across the Judiciary,” HW Lamunu said.

She wished Ms. Mputeni a productive study tour and encouraged her to take time to experience Uganda beyond the formal programme.

During the meeting, HW James Ereemye Jumire Mawanda briefed the Acting Chief Registrar on the structured one-week study programme prepared for the visiting official. The programme, developed in collaboration with the Deputy Registrar in charge of the Judicial Training Institute, HW Lillian Bucyana, is intended to provide practical insights into judicial communication, stakeholder engagement, and protocol management.

In her remarks, Ms. Mputeni thanked the Judiciary for the warm reception and praised its well-organized communication framework. She said the study tour comes at a critical time and will help inform ongoing reforms aimed at strengthening communication within the Malawi Judiciary.

Following the courtesy call, Ms. Mputeni toured the High Court, where she observed a live court engagement session involving students from the School of Psychiatric Clinical Officers in Butabika.

The session, facilitated by HW Nanteza Zulaika, gave students a practical learning opportunity through role-play of different courtroom actors, helping them better understand court processes.

Speaking during the tour, HW James Ereemye Jumire Mawanda said such activities are part of the Judiciary’s broader public outreach and civic education strategy aimed at demystifying court processes and promoting legal awareness, especially among young people.

He added that the Judiciary continues to implement a range of public engagement initiatives, including community outreaches, Court Open Days, and media programmes on radio and television, all intended to enhance access to justice and strengthen public confidence in the institution.

Ms. Mputeni also interacted with court security personnel, gaining more insight into the operational systems that support the effective administration of justice.
