Officials in Mukono District have undergone refresher training on a government online reporting tool aimed at strengthening monitoring, accountability, and compliance with service delivery standards.
The training, held on Monday, March 2, 2026, in the Chief Administrative Officer’s boardroom, was organized by the Ministry of Public Service in collaboration with the Mukono District Local Government. It brought together Heads of Departments and other district technical leaders to enhance their understanding and practical use of the digital system designed to track institutional performance.
The district delegation was led by Principal Assistant Secretary Mr. Daneil Kamara, who represented Chief Administrative Officer Mr. Henry Ddamba. The session was facilitated by Mr. Joseph Luberanga, Principal Human Resources Officer at the Ministry of Public Service.
Speaking during the training, Mr. Luberanga reaffirmed government’s commitment to ensuring that citizens receive timely and quality services. He explained that the online reporting tool is intended to strengthen monitoring of service delivery standards across critical sectors including education, health, agriculture, and community services.
He noted that although government introduced Client Charters in 2006 and later developed comprehensive service delivery standards, effective monitoring of their implementation has remained a challenge. The digital reporting system was therefore introduced to bridge this gap and enhance compliance.
Participants took part in a hands-on demonstration session, allowing them to practice data entry and reporting procedures to build confidence in using the system.
To further support implementation, the Ministry donated a desktop computer, a UPS, and related equipment to the district. Mr. Kamara expressed gratitude to the government for equipping local governments with tools and training that will improve efficiency and strengthen service delivery.
Officials clarified that the system is not intended to rank districts competitively, but rather to identify performance gaps, guide planning, and inform resource allocation. Plans are also underway to conduct additional practical training sessions to ensure all departments are fully conversant with the platform.
The refresher training marks a significant step toward enhancing accountability, transparency, and data-driven decision-making in Mukono District. With improved technical capacity and digital support systems in place, the district is better positioned to monitor service delivery standards and ensure citizens receive efficient and quality public services in line with government expectations.
