Mukono District Local Government, with support from the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP), has intensified local revenue education and mobilisation efforts across Kyampisi, Nama, and Nakisunga sub-counties.

The sensitization engagements, conducted from February 3 to 10, 2026, brought together business owners, traders, local leaders, security personnel, and political representatives. The initiative aimed to deepen understanding of tax policies, strengthen compliance, and improve transparency and efficiency in local revenue administration.

The district technical team, led by Finance Officer Yasini Muwanga, Assistant Accountant Sanon Isabirye, and GKMA-UDP Committee Secretary Kasasa Daniel, guided participants through various tax categories, regulations, and payment procedures. They emphasised that improved local revenue collection directly supports infrastructure development and service delivery within communities.

Participants were sensitised on key revenue sources, including Local Service Tax, Local Hotel Tax, trading licences, property rates, liquor licences, animal and crop husbandry fees, nomination fees, linker licences, and other statutory charges.

Trading licences, regulated under the Trade (Licensing) Act, 2000, were highlighted as a major revenue stream, while property rates under the Local Governments (Rating) Act, 2005 were also explained. Officials noted that at least 75 percent of property rates collected must be allocated to community services.

Business owners were further guided on payment procedures through the Uganda Revenue Authority’s Integrated Revenue Administration System (IRAS) and informed about dispute resolution mechanisms available through Sub-County Assessment Committees and the District Appeal Tribunal Committee.

During the engagements, Mr. Muwanga reaffirmed the district’s commitment to strengthening revenue systems through coordinated efforts involving sub-accountants, Community Development Officers (CDOs), the Chief Administrative Officer (CAO), the District Community Development Officer (DCDO), and the Commercial Officer. He noted that improved financial management enhances accountability and ensures sustainable revenue growth.

Local leaders welcomed the initiative. Charles Luyooyo, representing the Nama Sub-County Chief, described taxation as the backbone of local government operations. Nakisunga Acting LCIII Chairperson Kazungu Johnson applauded the business community for its active participation and called for continued sensitisation efforts.

In Kyampisi, Sub-County Chief Harriest Namatovu cited visible service delivery improvements resulting from strengthened revenue mobilisation, including culvert installations, construction of latrines at the sub-county headquarters, and processing of land leases and titles in Mbaliga and Tonto. She acknowledged challenges such as tax non-compliance and expired Payment Registration Numbers (PRNs) but urged residents to remain cooperative.

Kyampisi LCIII Chairperson Yiga Jamiru emphasised youth mobilisation and encouraged communities to embrace government wealth creation initiatives such as the Parish Development Model (PDM) to boost household incomes.

Representing the District Chairperson LCV, Deputy Speaker Rev. Dr. Peter Bakaluba Mukasa, George Muwonge Stanly commended the district technical team for the sensitisation drive and urged leaders to mobilise communities to comply with tax obligations to enhance service delivery.

Mukono District, which comprises 11 sub-counties, five town councils, and 88 parishes, relies significantly on locally generated revenue to complement central government funding. Parish Chiefs continue to play a crucial role in grassroots revenue mobilisation.

District officials say the revenue education and mobilisation campaign marks an important step toward strengthening transparency, accountability, and compliance. By equipping business communities and local leaders with knowledge of tax obligations, appeal procedures, and revenue administration systems, Mukono District aims to enhance sustainable revenue generation.

Improved tax compliance, officials emphasised, will translate into better infrastructure, improved public services, and accelerated community development projects. The district has pledged to maintain continuous stakeholder engagement to ensure that local revenue systems remain efficient, inclusive, and beneficial to all residents.
