Mukono– The Annual Local Government Service Delivery Performance Assessment in Mukono District has officially come to a close, with the Office of the Prime Minister (OPM) commending the district’s technical team for their improved cooperation, dedication, and timely response throughout the three-day exercise.
The assessment, conducted from 26th to 28th November 2025, evaluated Mukono’s performance across key sectors in line with national standards for the Financial Year 2024/2025.
The performance assessment was undertaken by independent evaluators from Promote Uganda Limited, a firm contracted by the Office of the Prime Minister and the Ministry of Finance, Planning and Economic Development. The exercise aims to guide resource allocation, reward excellence, and identify areas that require improvement within local governments.
During the Exit Meeting held at the CAO’s Boardroom, the Deputy Chief Administrative Officer, Mr. Muhumuza Stephen, Heads of Departments, Sector Heads, and assessment officials from Promote Uganda Ltd led by Director Mr. Mayembe were in attendance.
Team Leader Mr. Peter Mulindi Baluk, representing Promote Uganda Ltd, applauded Mukono District for demonstrating a positive shift in attitude and accountability. He noted that Heads of Departments were available, prepared, and supportive throughout the evaluation process an indication of strengthened commitment to service delivery.
“We have seen a remarkable improvement this year. The Heads of Departments were present and ensured that all required evidence was readily accessible. This level of commitment is what strengthens the credibility of the assessment,” Mr. Mulindi said.
He further reminded the technical staff that assessment results directly influence government funding, urging them to maintain high performance to attract more resources for community services.
While Chairing the meeting, the Chief Administrative Officer, Mr. Ddamba Henry, also commended the technical team for their cooperation and hard work throughout the exercise. He emphasized that positive performance translates into increased funding from the central government, which ultimately benefits service delivery across the district.
“We have worked closely with the OPM team over these three days, and I want to appreciate our technical team for their availability and commitment. We expect good results from this year’s assessment, and when we perform well, we attract more funds to serve our people better,” Mr. Ddamba stated.
Closing the exit meeting, the Secretary for Works, Water, Environment and Natural Resources, Hon. Robert Mwesigwa Ssentongo, who represented the District Chairperson LCV Hon. Rev. Dr. Peter Bakaluba Mukasa, commended the technical team for their continued improvement. He stressed that the assessment is an important accountability tool for both leaders and technical officers.
“This exercise helps us understand where we have done well and where we need to improve. I commend the technical team for the progress made compared to previous years. You serve the people of Mukono, and I encourage you to continue working harder and aim even higher,” Hon. Ssentongo said.
As the 2025 OPM assessment exercise concludes, Mukono District stands out for its improved coordination, responsiveness, and commitment to accountability. The commendations from both the assessment team and district leadership reflect a growing culture of performance-driven service delivery.
With expectations of better results and increased funding, Mukono District remains focused on strengthening governance, improving sector performance, quality services to its communities.
