Mukono– The Ministry of Local Government, in collaboration with the Ministry of Finance, Planning, and Economic Development, has conducted the first day of training for technical officers in Mukono District Local Government under the Resource Enhancement and Accountability Programme (REAP).
The training focused on guiding officers through the Go-Live Process, change management, training users of the new tool, and uploading master data and backlog information. The initiative is part of the government’s effort to operationalize the Simplified Computerized Accounting and Reporting Tool (SCART) a web-based system designed to standardize accounting and reporting across lower local governments and service delivery units, including all government-aided primary and secondary schools, as well as health centers.
The session brought together heads of departments led by the Acting Chief Financial Officer Tom Ketta, sector heads, and accountants, who are key players in implementing the n
ew financial management framework.
During the training, Dr. Samuel Kamba from the Planning Department in the Ministry of Health encouraged health workers to embrace the new digital system, noting that it will reduce the time spent on paperwork and improve financial accountability and service delivery in health facilities.
Mr. Silver Tindizirarira, the Assistant Commissioner in the Ministry of Local Government, speaking on behalf of the Permanent Secretary Mr. Ben Kumumanya, explained that the SCART system aims to support lower-level government institutions in managing public funds more effectively.
He emphasized that transitioning from manual to digital accounting will strengthen transparency, accountability, and the overall efficiency of public service delivery.
In his closing remarks, Principal Assistant Chief Administrative Officer Daniel Kamara, representing Chief Administrative Officer Ms. Elizabeth Namanda, commended the Ministry for introducing the new system. He noted that the initiative will not only streamline staff organization but also enhance service delivery across Mukono District.
Mr. Kamara encouraged all district staff to embrace the new system and apply the knowledge gained during the training, underscoring that the success of SCART implementation will be crucial in improving the quality, accountability, and timeliness of public services within the district and beyond.
