Mukono – The Office of the Auditor General (OAG), in partnership with the Public Procurement and Disposal of Public Assets Authority (PPDA) and the Inspectorate of Government (IGG), has launched a collaborative special audit on the Parish Development Model (PDM) program in Mukono District.
The audit seeks to strengthen accountability, improve implementation, and restore public confidence in one of the Government of Uganda’s most ambitious programs aimed at uplifting households from subsistence to commercial production.
The high-level meeting, held in the Mukono District Boardroom, brought together district focal persons, Sub-County Chiefs, Community Development Officers (CDOs), and representatives from PPDA, IGG, and the Auditor General’s Office.
According to official government records, Mukono District has so far received UGX 2.71 billion under the PDM initiative. The allocation is broken down as follows: 30% for youth, 30% for women, 20% for men, and 20% for elderly persons and Persons with Disabilities (PWDs).
The special audit will Evaluate whether PDM funds have reached the intended beneficiaries, Review challenges in implementation and recommend adjustments and Verify compliance with set procedures from district to village levels, including the selection of beneficiaries.
During the meeting, some Sub-County Chiefs highlighted challenges already visible in implementation, including Diversion of funds into activities outside approved enterprises, Poor utilization of funds, leading to loan defaults and Failure to repay funds in time, which threatens program sustainability.
The audit, which is scheduled to commence next week, will cover all SACCOs that have received PDM funds since the program’s inception.
Auditors appealed to all stakeholders at district, sub-county, parish, and community levels to cooperate fully with the exercise to ensure transparency and effectiveness.
The collaborative audit reflects government’s strong commitment to ensuring that the Parish Development Model delivers on its promise of transforming the livelihoods of Ugandans.
By addressing implementation gaps and enforcing compliance, Mukono District aims to strengthen accountability and build community trust in the program.
District leaders expressed optimism that the audit findings will not only improve service delivery but also guide the effective utilization of public resources to drive households from subsistence into sustainable commercial production.
