The Luwero High Court Circuit convened its quarterly Regional Coordination Committee (RCC) meeting aimed at strengthening communication, collaboration, and coordination among justice sector stakeholders in the Savannah region.

The meeting, chaired by the Head of Circuit, Justice Godfrey Himbaza, brought together a wide range of stakeholders including judicial officers, the police, political leaders, representatives of the Office of the Director of Public Prosecutions (ODPP), legal aid service providers, advocates, Resident District Commissioners (RDCs), and other partners.
In his opening remarks, Justice Himbaza commended the teamwork and commitment demonstrated by the stakeholders, emphasizing that the RCC remains a critical platform for accountability, experience-sharing, best practices, and joint problem-solving. He further announced that Luwero High Court had been earmarked to pilot daily criminal hearings, alongside circuits such as Mukono, Wakiso, and Entebbe. The strategy, once proven effective, will be rolled out countrywide. He called for cooperation and collective effort to ensure its success.
Stakeholders applauded the leadership of the two judges at Luwero High Court, noting a marked improvement in service delivery and the public image of
Judiciary in the area. At the same time, participants raised concerns about persistent challenges such as frequent power outages which disrupt court operations, the limited number of State Attorneys, understaffing in some courts, inadequate office space, and the continued problem of cattle theft in the region.
The meeting resolved to intensify collaboration, strengthen coordination mechanisms, and develop collective strategies to overcome these challenges and enhance justice delivery across the Savannah region.
The Resident Judge, Lady Justice Faridah Bukirwa Shamillah thanked stakeholders for their commitment, particularly appreciating the ODPP’s role in ensuring successful criminal sessions. Deputy Registrar HW Agwero Catherine, who coordinated the meeting, commended stakeholders for their continued support to the Judiciary and reaffirmed the institution’s commitment to delivering justice closer to the people.
The meeting concluded with the presentation of reports by stakeholders and the adoption of recommendations to guide future interventions.
