Jinja City– Mukono District Local Government’s technical team has concluded a two-day performance assessment retreat at the Civil Service College in Jinja City, renewing its commitment to strengthen accountability, fully operationalize government agencies, and close service delivery gaps ahead of the 2025 performance assessments.
The retreat, held from Tuesday, 12th August to Wednesday, 13th August 2025, was organized under the Greater Kampala Metropolitan Area Urban Development Programme (GKMA-UDP) in partnership with the Office of the Prime Minister. It brought together all heads of departments and sector heads to review the 2024 performance results and develop strategies for improvement.
Ms. Nakato Hellen, an Economist from the Office of the Prime Minister and member of the Local Government Management Service Delivery Task Force Secretariat, explained that the purpose of the meeting was to disseminate the 2024 assessment findings and guide preparations for the next cycle. She emphasized the need for targeted interventions, particularly in infrastructure, to ensure better outcomes that directly benefit communities.
Representing Chief Administrative Officer Elizabeth Namanda, Deputy CAO Mr. Muhumuza Stephen urged participants to take their responsibilities seriously, warning that civil servants who perform poorly will face individual penalties, including sanctions and loss of resources. He also called for previously unaddressed areas to be included in the upcoming assessment criteria for a more comprehensive evaluation.
Ms. Laila Ssali Kawooya, Senior Economist for Monitoring and Evaluation at the Ministry of Gender, Labour and Social Development and a member of the Task Force in the Central Region, praised the workshop as timely. She commended Mukono District for making progress in local management and service delivery but noted that many departments still struggle to provide sufficient evidence during assessments, which can affect scores.
The workshop concluded on an interactive note, with department heads pledging to implement corrective measures and work towards improved performance in their respective sectors.
