kAMPALA-High Court Civil Division judge has ordered Government of Uganda to produce Uganda Federal Alliance (UFA) Party President Dr. Lugya Kayingo who was illegally arrested at Entebbe Airport on 17th July 2025, as he returned to Uganda from South Africa , to participate in the burrial of his brother at Nsangi , Wakiso district.

Towards the end of last week, High Court Judge Collins Acellam issued a directive to all Security Agencies in the country , to produce Kayingo to immediately release Kayingo or produce him in court in case he has any lawfull charges against him.

 

However , they had to implement this order not later than Friday 8th August 2025 which has not been successful, thus prompting Lugya’s lawyers and his relatives to return to court for a way forward.

 

Counsel Eron Kiiza, one of the Applicant’s lawyers n addressing journalists on Friday , revealed court has ordered the security agencies in the country to produce their person in four days (not later than 13 August) without fail.

 

“We were told by Kayingo’s daughter (standing besides me here) that she had went to pick her dad who had just returned in the country, she didn’t see him and later she was told by the security, that he had been whisked away by security personnel. It is unfortunate that it is now more than 20 days , but the Airport staff have never disclosed the people who arrested Kayingo.”

 

He also pointed out that , Kayingo having expressed interest to contest for Presidency in the forthcoming general elections, he shouldn’t be threatened by arrests because he didn’t commit any crime.

 

Kiiza further called upon those holding their client in detention to respect the law and release him immediately or else they will be held personally liable for their actions.

 

Last week, Court ordered that the Attorney General, the Inspector General of Police, Chief Of Defence Forces (CDF) and Directorate of Intelligence and Security (respondents) to produce Dr. Lugya Kayingo in court Incase they have him not later than 8th August 2025.

 

These were also ordered to pay costs for the suit , to the Applicant.

 

 

 

KAMPALA- High Court Civil Division in Kampala, has issued an order directing the Attorney General of Uganda Hon Kiryowa Kiwanuka to order Government Security Agencies to produce in Court Uganda Federal Alliance (UFA) President Dr. luggya Kayingo Incase he is facing any criminal charges, or to set him free Incase he has no offence.

 

“A writ of habeas corpus ad subjiciendum doth issue requiring The Attorney General of Uganda, The Inspector General of Police (IGP), The Chief of Defence Forces, UPDF, The Directorate of Intelligence and Security (DIS), to have the body of ROBERT Lugya Kayingo produced immediately before the High Court of Uganda Kampala (Civil Division) to undergo and receive all and singular such matters and things as the High Court shall then and there consider concerning them in their behalf.” Ruled justice Acellam Collins

 

Court has also ordered that the Attorney General, the Inspector General of Police, Chief Of Defence Forces (CDF) and Directorate of Intelligence and Security (respondents) to pay costs for the suit.

 

 

This court directive has followed allegations, that Security Agencies illegally arrested Dr Luggya on 17th July 2025 at Entebbe Airport as he landed from South Africa where he has stayed for over 10 years.

 

Dr. Lugya’s lawyers led by Patrick Turinawe, welcomed the decision and called upon all security Agencies to comply with the directive.

 

Patrick Turinawe, Dr Lugya’s lawyer emphasized that all security agencies in the country have to comply with the court order as soon as possible.

 

Nakimuli Claire, one of Dr. Lugya’s relatives called upon all those holding their person, to release so that he can take care of his family  and other responsibilities.
