MOROTO– The Uganda Peoples’ Defence Forces (UPDF) 3 Infantry Division has paid tribute to the outgoing Division Operations and Training Officer (DOTO), Colonel James Barigye Rukundo, for his instrumental role in enhancing security, coordinating operations, and fostering peace in Eastern Uganda.

The commendation came during a formal handover ceremony held at Moroto Army Barracks.
Colonel Joseph Patrick Ocen, Commander of the 106 Artillery Brigade, presided over the event on behalf of Brigadier General Wilberforce Sserunkuma, Commander of the 3 Infantry Division. “The office of the DOTO is integral and vital. We must thank Col Rukundo for ably performing in achieving our mission,” stated Col Ocen, emphasising the importance of the role in strengthening the division’s operational readiness during the current consolidation phase aligned with broader strategic goals.
Colonel Santurino Mashereka Tumuranzye officially assumed the position of DOTO. Welcoming him to the post, Col Ocen assured him of unwavering support and collaboration from the division’s leadership, commanders, and staff officers.
Col Tumuranzye, a seasoned officer with a robust background in training, intelligence, and operational command, expressed his commitment to fostering teamwork and preserving the standard set by his predecessor.

Both Col Rukundo and Col Tumuranzye extended their gratitude to the army leadership and the 3 Division Commander for entrusting them with key responsibilities in the division.
The ceremony was attended by commanders and departmental heads from the division headquarters and its affiliated units.
