Kawempe, Kampala: President Yoweri Museveni has announced that the Parish Development Model (PDM) funding for urban-based parishes in Kampala will increase from Shs100 million to Shs1 billion per parish to support household income generation.

“Instead of putting Shs100 million per division, I will now put Shs1 billion, and this shall only be for the ghetto-like groups since there are more people in towns than in the rural areas,” Mr Museveni declared on Friday, July 18, 2025.
The President made the revelation during a rally at Kawempe Mbogo Grounds, where he also urged residents to embrace government wealth creation programs like the Parish Development Model (PDM) and Emyooga.
Museveni reaffirmed the government’s commitment to supporting urban poor communities through enhanced funding for SACCOs and other wealth creation initiatives. The President says the increment specifically targets “ghetto-like” communities to accelerate household income generation and improve livelihoods.

Earlier in the day, the President visited several ghetto structures in Kawempe where community members are already engaged in income-generating activities funded through their SACCOs under PDM. Museveni expressed satisfaction with their progress and reaffirmed government’s pledge to scale up support for such initiatives across all Kampala divisions.
“We will allocate more funds to their structures in each division of Kampala. I congratulate them on their achievements and wish them continued success as they work to enhance their lives,” he said.
Museveni encouraged the youth to fully embrace government programs like PDM and Emyooga, warning against idleness amidst abundant opportunities. He emphasized that infrastructure alone; such as roads, hospitals, and buildings, is not enough for national transformation unless households actively generate wealth.
“With the peace we enjoy in Uganda, no one should remain idle. It is vital for everyone to create wealth,” Museveni said. He urged the youth to engage in Uganda’s four priority sectors: commercial agriculture, industry, services, and ICT, describing them as the surest pathways to economic transformation.

He further reminded citizens that while the government is ready to provide capital through various initiatives, the impact will depend on their mindset towards work and enterprise. “Capital without the right mindset is ineffective. It is high time our people woke up, participated in the money economy, and moved away from mere survival tactics,” Museveni said.
The President’s Kampala tour forms part of his broader nationwide campaign to popularize wealth creation programs and push more Ugandans into productive economic activities as the country targets middle-income status.
