KAMPALA — President Yoweri Kaguta Museveni has appointed Justice Moses Kazibwe Kawumi as the new Deputy Chief Justice, filling a position that has remained vacant since the elevation of Dr. Flavian Zeija to Chief Justice nearly three months ago.

The appointment was announced on Thursday in a statement issued by the Presidential Press Unit (PPU), which also confirmed the appointment of Agnes Alum as the new Chief Registrar of the Judiciary.
“The Presidential Press Unit (PPU) would like to inform the general public that the President of the Republic of Uganda, H.E. Yoweri Kaguta Museveni, has appointed Justice Moses Kazibwe Kawumi as the new Deputy Chief Justice. President Museveni has also appointed Her Worship Agnes Alum as the new Chief Registrar,” the statement read in part.
Justice Kazibwe was first appointed to the High Court bench in 2016 after transitioning from private legal practice. Before his elevation to the Court of Appeal, he served as the head of the Mubende High Court Circuit, where he earned recognition for introducing several judicial reforms aimed at improving service delivery and case management.
Meanwhile, Agnes Alum will replace Pamella Lamunu Ocaya, who has been serving in an acting capacity following the appointment of Sarah Langa Siu as a High Court judge.
The appointments have now been forwarded to Parliament for vetting and approval before the two judicial officers formally assume office.
