Kyankwanzi Retreat: Museveni Issues Fresh Directives on Coordination, Agriculture and Accountability

Kyankwanzi – President Yoweri Museveni has issued a new set of directives aimed at strengthening coordination, boosting agricultural production, and improving accountability in government programmes, as the sixth day of the NRM Leaders’ Retreat concluded at the National Leadership Institute.

During his engagement with Members of Parliament, Museveni directed Chief Administrative Officers (CAOs) to ensure that all communication regarding resources sent to districts is shared with MPs and LCV Chairpersons. He said the move is intended to promote transparency, reduce duplication, and enhance coordination in implementing government programmes such as the Parish Development Model.

The President also revealed that government is preparing to roll out a nationwide fish farming programme, with a particular focus on wetlands. He noted that fish farming requires specialized machinery and deliberate state support, beyond the Shs1 million currently provided under PDM, calling for a more structured government-led approach.

On security and infrastructure, Museveni announced plans to establish a military barracks in Bulambuli District near Kween District. He described the project as a long-standing proposal aimed at strengthening security and supporting development in the Sebei sub-region.

He further emphasized the need for productive use of all government land, directing that idle land be utilized for activities such as planting seedlings to boost agricultural output.

Background

The directives come amid ongoing concerns about coordination gaps between technocrats and political leaders at the district level, which have in some instances affected the effective implementation of government programmes.

Museveni has consistently emphasized wealth creation at the household level, urging leaders to focus on practical agricultural interventions including irrigation, livestock farming, and aquaculture. His renewed push for fish farming aligns with broader efforts to diversify income sources and sustainably utilize natural resources such as wetlands.

The directive on information sharing with MPs and LCV Chairpersons also reflects a long-standing call within the ruling National Resistance Movement for improved collaboration between elected leaders and civil servants, particularly in monitoring service delivery and ensuring accountability.

Meanwhile, the planned establishment of a military barracks in eastern Uganda is part of a wider strategy to enhance national security while stimulating local economies through infrastructure development and increased state presence.

The Kyankwanzi retreat, held periodically to align party leaders on policy and ideology, continues to focus on key national priorities including economic transformation, governance, and service delivery. Earlier sessions covered areas such as agriculture, the NRM manifesto, and national security.

Among the leaders who welcomed the President were Deputy Speaker Thomas Tayebwa, Prime Minister Robinah Nabbanja, CEC members, and NRM Secretariat officials led by Secretary General Richard Todwong.
