Kampala– President Yoweri Kaguta Museveni has commended the Judiciary for its transformation which has greatly improved its service delivery system.

At the launch of the New Law Year 2026, at High Court Grounds on Thursday, the President in his message delivered by Hon. Jessica Alupo, Vice President, Judiciary plays a very crucial role in social economic transformation of our communities and developing Uganda through promoting wealth creation “moving away from subsistence production to market oriented production and commodity value addition.”
“We need a Judiciary that will not make land and other factors of production not redundant as a result of unending disputes.Am happy that over the past few years the Judiciary has extended coverage of Courts across the country with the view of improving service delivery.”
Museveni also congratulated Dr. Flavian Zeija upon his appointment as the Chief Justice adding that he has confidence, that Zeija will continue with transformation of the Judiciary and promotion of harmonious relationship for the good of the people.
“I also equally congratulate Hon. Chigamoy Alfonse Owiny Dollo for his good leadership as the head of the Judiciary, we worked with his very well and he championed Alternative Dispute Resolution (ADR) and the Judiciary transformation agenda.”
Hon.Nobert Mao, the Minister for Justice and constitutional Affairs,on addressing the guests at this occasion, asked people not believe social media platforms, that people no longer trust the Judiciary because many criminals wherever they are arrested they prefer being taken to court and that is witnessed through their requests wherever they are arrested.

Our development partners, we appreciate the opinions you share with us, people who are in partnership should tell each other the truth, to be honest sometimes we don’t like what you tell us , but we encourage you to continue telling us , we shall also tell u the truth because we have reasons why we do certain things differently.” Remarked Mao
The Attorney General of Uganda, Hon. kiryowa Kiwanuka, promised to unite the bar and the bench to revive the harmonious working relationship.
“As Lawyers we have to remain professional, as a practitioner allow me to thank the bench from the Chief Justice to Magistrate Grade one who are rendering Judicial service to the land and our colleagues in the Academia who are grooming the next generation.”
He promised to make consultation with the Judiciary top administration and a bar to chat a way forward.
Dr. Flavian Zeija, the Chief Justice, promised that during his tenure,
during my tenure, he will start with an increase accessibility of all our Courts and services through ensuring that the Judiciary’s presence is felt throughout the country.
“Earlier this year, the Instrument creating Court of Appeal Circuits at Arua, Fort Portal, Gulu, Jinja, Masaka, Mbale, Mbarara, and Mubende was gazetted. Construction of Court of Appeal buildings at Mbarara and Gulu is ongoing and expected to be completed by the end of the year. These will be immediately operationalized once the buildings are complete.”
He also promised that, they are going to establish a delivery unit for the Judiciary which will monitor progress on performance of projects and implementation of resolutions of Top Management so that they keep track on the implementation of the strategic plan, facilitate project implementation and coordinate knowledge sharing.
