Kampala– The High Court Civil Division judge Simon Peter Kinobe has set the 22 December 2025 as the date on which he will deliver his ruling in an a matter filed by Busiro East hopeful Mathias Walukagga challenging Electoral Commission’s actions of disqualifying him due to Academic qualifications.

Counsel Luganda Kulya addressing the press at High Court Tweed Towers.

This followed today Court’s session where Mathias Walukagga physically appeared in Court being accompanied by his lawyers, Alex Luganda Kulya, Elias Nalukoola and a number of National Unity Platform leaders and supporters.

Being that Electoral Commission and Voter John Lubowa (respondents) by the time of Court had not filed in their responses, Justice Kinobe ordered that all parties have between December 17th to December 19th 2025 to file their submissions.

Kinobe emphasized it clearly that once both parties, do their submissions with in a given time frame, their ruling will be delivered on Monday via ECCMIS.

A few weeks back, the Electoral Commission threw out Mathias Walukagga out of the race for Busiro East Member of Parliament after a complaint by John Lubowa Kilimiro a registered voter from Busiro East contending that

Walukagga lacked the minimum academic qualifications required for a Member of Parliament.

On disqualifying him, the commission, through its Chairperson Justice Simon Byabakama ruled that a mature Age certificate, issued on June 12, 2023, had an expiry date of June 12, 2025, meaning it had lapsed by the Oct. 23 nomination date.

Being dissatisfied with the above decision, Walukagga petitioned High Court.
