Kampala– President Yoweri Museveni has appointed Morris Muhindo, 36, to the rank of Under Secretary in the Office of the President, making him one of the youngest Ugandans to attain such a senior position in the civil service.
In a phone interview with this news website, Muhindo confirmed his appointment.
“Yes, I have been appointed Under Secretary in the Office of the President,” he said.
Under Secretaries are deployed by the Permanent Secretary in the Office of the President to various ministries and government agencies, where they typically oversee finance and administrative functions. Muhindo is therefore expected to be posted to a ministry or agency in line with the President’s directive.
Before this appointment, Muhindo worked in Parliament as a Senior Policy Analyst in the Office of the Government Chief Whip. He previously served as Secretary General of the NRM Youth League and, in 2021, was appointed Deputy Resident District Commissioner of Kisoro District, a role he did not take up due to his parliamentary commitments.
A native of Kasese District, Muhindo described his appointment as a rare achievement for young professionals in Uganda’s public service.
“I think I am the youngest Under Secretary at the moment. It is a very senior position, and in Kasese, only three of us have ever held it,” he said.
His appointment is being viewed by some observers as a sign of renewed efforts to bring youthful leadership into the country’s senior civil service ranks.
