KAMPALA– The Office of the Director of Public Prosecutions (ODPP) on Thursday launched its new Strategic Plan, Client Charter and Service Delivery Standards for 2025-2030.
While launching these books, Hon. Nobert Mao, the Minister for Justice and Constitutional Affairs noted that the comprehensive Plan is poised to significantly enhance the ODPP’s capacity to deliver justice efficiently and contribute meaningful to national development.
He advised the ODPP staff to give life to the documents through implementation. He pledged his commitment and support in enabling the ODPP fully execute its mandate.
Hon. Lady Justice Jane Frances Abodo remarked that, “The Strategic Plan builds
on the achievements of the last 30 years of existence of the ODPP and sets a bold, forward-looking agenda that defines the next chapter of our service to our nation”.
She also noted that the plan is anchored on two dynamic pillars. The first, criminal prosecutions; empowers us to prosecute all criminal cases with precision.
This includes perusing police files, conducting Prosecution-Guided Investigations, managing witnesses, prosecuting criminal cases and appeals, recovering proceeds of crime, executing compensation orders, strengthening international cooperation through Mutual Legal Assistance, extraditions and global engagements, and quality assurance.
The second pillar, institutional development and management, focuses on strengthening our capacity to deliver these services through expansion of infrastructure, development of human resource and prioritization of public relations.

About the strategic plan
These strategic plan and other launched documents collectively serve as the blueprint for the ODPP’s operations and objectives for the next five years.
The 2025/26 -2029/30 Strategic Plan (SP) is developed to refocus its direction in delivering its mandate in the next 5 years.
The Strategic Plan builds on the achievements and successes of the previous SP and sets a clear path for the ODPP’s revised strategic direction.
It entails the; situational analysis, rationale, strategic objectives/direction,implementation plan, funding strategy, risk management strategy, and M&E results framework.

Achievements
The ODPP has registered Increased average of cases prosecuted from 32,719 in Financial Year (FY) 2019/2020 to 185,619 in FY 2024/25 which in turn has increased awareness of rights of victims and increased number of cases reported at police.
It also registered improved conviction rate from 64% to 68%, Improved average recovery of proceeds of crime from UGX: 384.6 million per year to UGX: 3.5 billion per year.
ODPP has also enhanced the quality of prosecutions due to improved coordination between ODPP and other criminal justice institutions.
