KAMPALA– The Performance Management and Awards Committee of the Judiciary, on Wednesday conducted a one-day training on performance management and appraisal for at the Supreme Court Conference Hall in Kampala.
The training aimed to build capacity in planning, monitoring, and evaluating performance to strengthen efficiency and accountability among participants.
Participants included Judges, Registrars, systems administrators, statisticians, computer programmers, economists, and other officers from different courts across the country.
Opening the training, Justice Musa Ssekaana, Justice of the Court of Appeal, representing the Chairperson of the Performance Management and Awards Committee, noted that the training is an important step in institutionalising a culture of performance excellence in the Judiciary.
He emphasised that performance management and appraisal are essential tools of modern public service, helping to evaluate individual and institutional performance, align personal efforts with organisational goals, and promote accountability, transparency, and continuous improvement.
Justice Ssekaana also noted that sustainable performance depends
not only on systems and tools but also on the people who translate institutional goals into results. He commended the Committee and Judiciary staff for their commitment and urged participants to take the training seriously and apply the lessons in their work.
Ms. Apophia N. Tumwine, Commissioner Human Resource, expressed gratitude to the participants for prioritising the training. She explained that the performance management system, provided for under Section 18 of the Administration of the Judiciary Act and launched in 2019 by the President, was designed to strengthen efficiency, accountability, and transparency within the Judiciary.
Ms. Tumwine noted that the tool helps identify key performance indicators, streamline workflows, and support professional growth through feedback and recognition. However, she cautioned that the Tool’s effectiveness depends on the quality of data entered into it.
She also stressed the importance of understanding the full performance management cycle, from planning and target-setting to monitoring and appraisal, to ensure credible results and optimal use of human resources.
Closing the training, Lady Justice Mary Kaitesi Kisakye, Resident Judge Mukono High Court Circuit, called for commitment and active use of the Judiciary’s performance enhancement tool. She noted that
despite its long existence, many officers have not fully embraced it, emphasizing that it is now a permanent system that must be adopted by all.
Lady Justice Kaitesi also stressed the key role of systems administrators as focal persons at their respective courts, urging them to assist judicial officers and staff in adapting to the system ahead of its official rollout.
She encouraged continuous learning, saying further training sessions would be organised to ensure full understanding and effective implementation of the Tool.
During the training, Mr. Kiwumulo Ronnie Mbabali, Head Human Resource Management and
Administration, National Building Review Board, took participants through an overview of performance management.
He emphasised that true performance is about achieving results through people, guided by understanding and accountability. He urged participants to adopt a positive mindset, value teamwork, and deliver results that reflect commitment and service excellence.
Mr. Kiwumulo also took participants through the performance management cycle and a practical session on the application of performance management tools. He emphasized the importance of innovation and discipline in performance management.
He highlighted the need to set clear service standards, align individual and departmental activities with strategic plans, and ensure outputs are measurable and accountable.
