Ministry of Local Government Boosts Mukono District Technical Officers’ Performance Plans

MUKONO – The Ministry of Local Government has extended support to technical officers in Mukono District in the development of Performance Improvement Plans (PIPs), urging them to prioritize efficiency and collaboration in preparation for the next performance assessment. Officers were also cautioned that persistent poor performance will attract disciplinary action.

The initiative is part of the ministry’s broader effort to strengthen local government service delivery across the country. According to the Ministry, the 2024 Local Government Performance Assessment revealed that many districts, including Mukono, had scored below expected standards. As a result, the ministry is now providing direct technical guidance to help improve performance in 2025. The meeting was attended by all Heads of Departments, Town Clerks, Sub-County Chiefs, and Sector Heads.

While addressing the officers, Mr. Ssali Joseph, the Principal Assistant Secretary in the Department of District Administration at the Ministry of Local Government, identified lack of information and limited understanding of performance expectations as key challenges. “Sometimes officers are not aware of what exactly to do to prepare themselves for the assessment exercise,” he said.

He further emphasized the need for teamwork among departmental heads, noting that poor coordination among departments often leads to gaps in service delivery. “For instance, when engineers take on the responsibilities of community or environment officers, the result is confusion and incomplete reporting. There should be mock assessments to help identify missing gaps, and heads of departments must closely supervise their subordinates to ensure timely reporting,” Ssali advised.

Representing the Chief Administrative Officer, Mr. Muhumuza Stephen, the Deputy CAO of Mukono District, echoed the ministry’s call for accountability and commitment. He urged all officers to take the mentorship they have received seriously and work collectively to raise the district’s performance standing.

“It needs a lot of seriousness,” Muhumuza stressed. “Let them cooperate and work together because they have been mentored well. Whoever is not serious will face the consequences. There is no room for failure in Mukono District Local Government every officer must be accountable for their performance.”

The Ministry’s intervention serves as a wake-up call to all local government officers in Mukono District. With clear guidance, supervision, and collaboration, improved service delivery and higher assessment scores can be achieved. The district leadership has made it clear that accountability and teamwork will be the driving forces toward better governance and performance excellence.
