Minister Minsa Kabanda Launches Construction of Ntenjeru–Bule 7.8Km Road to Bituminous

Mpatta Sub-County, Mukono South – The long-awaited upgrade of the Ntenjeru–Bule Road in Mukono District has officially begun following a groundbreaking ceremony led by the Minister of Kampala Capital City and Metropolitan Affairs, Hon. Hajjat Minsa Kabanda, at Mpata Playground.

The 7.8-kilometer road project, part of an 18.5-kilometer stretch from Bule to Bujiji, is being implemented under the Greater Kampala Metropolitan Area Urban Development Program (GKMA–UDP). The initiative, funded by the World Bank and Agence Française de Développement (AFD), aims to improve urban mobility, environmental conditions, local economic growth, and inter-district coordination.

The launch was graced by several leaders, including State Minister for Local Government Hon. Victoria Businge Rusoke, State Minister for KCCA and Metropolitan Affairs Hon. Kyofatagabye Kabuye, Deputy RDC Moses Muyambi, district technical staff, representatives from China Railway No. 5 Engineering Group (contractors), consultants, and members of the Metropolitan Development Forums. Hundreds of residents also attended.

Mukono Chief Administrative Officer Ms. Elizabeth Namanda noted that the district had lagged behind in road infrastructure compared to other GKMA entities, but expressed optimism that this project would unlock new opportunities. She announced that Mukono will also benefit from other projects such as Seeta–Kayanja Road (17.4 km), Kigombya–Seeta Road (8.8 km), and a flood control project at Kisakombe Swamp in Katosi.

The UGX 35.7 billion contract was signed on May 9, 2025, and is expected to run for 18 months, ending around January 2027. China Railway No. 5 Engineering Group will execute the works, supervised by GESH Consultants and the GKMA engineering team.

Ms. Monica Edemachu Ejua, representing the Office of the President under GKMA, applauded the CAO and district technical staff for their commitment. She assured Mukono leaders of continued support and revealed that more kilometers of the Ntenjeru–Bule stretch had already been awarded to the same contractors.

The LCV Chairperson, Hon. Rev. Dr. Peter Bakaluba Mukasa, urged contractors to avoid immoral behavior and called for additional connections such as a ferry or bridge to Ggaba. Deputy RDC Moses Muyambi warned against theft of materials and misconduct by workers, pledging strong security intervention. MP Hon. Fred Kayondo thanked government but pressed for timely delivery and corporate social responsibility, suggesting support to health facilities and administrative infrastructure.

Minister Kabanda thanked all stakeholders for their cooperation and reminded the community that the funds used were borrowed. She cautioned contractors against corruption and shortcuts, stressing that quality and durability must define the project since government will soon begin repayment to the World Bank.

The launch of the Ntenjeru–Bule Road project marks a turning point in Mukono’s development journey. Once completed, the road will enhance mobility, promote economic growth, and ease access to services.

Leaders called for transparency, discipline, and community participation to ensure the project delivers lasting benefits to the people of Mpatta and Mukono South.
