KAMPALA– The Acting Chief Registrar, HW Lamunu Pamella Ocaya, on Friday, convened her first meeting with Registrars from across the country to deliberate on performance, share experiences, and exchange feedback.
The engagement provided a platform to collectively explore best practices for strengthening the administration of justice and service delivery.
In her remarks, HW Lamunu expressed appreciation for the cooperation, support, and commitment demonstrated by Registrars in carrying forward institutional reforms. She applauded their contribution towards the fight against case backlog and acknowledged their inspectorate and supervisory roles on her behalf
in their respective stations highlighting recent milestones, HW Lamunu pointed to the operationalization of five additional High Court Circuits; Wakiso, Entebbe, Patongo, Lugazi, and Kumi, bringing the number of operational circuits to 29 out of the approved 38. She further cited the rollout of video conferencing facilities in five courts and 18 prisons, the issuance of Judiciary Service Standing Orders, and the Draft of Judicial Training Institute(JTI) Regulations to regularise the Institute, which will soon be gazetted.
The Ag. Chief Registrar further highlighted the upcoming events; delivery of the Annual Performance
Report for the previous Financial Year FY 2024/25, Annual Benedicto Kiwanuka Memorial Lecture, and the Judiciary Quarterly Prayer Breakfast.
She raised concerns regarding managing state-funded legal representation, as well as the handling of mandatory bail applications.
Representing the Permanent Secretary/Secretary to the Judiciary, the Under Secretary, Ms. Maureen Kasande emphasized the importance of effective communication, urging Registrars to cascade relevant information to staff in a timely manner. She stressed that positive change requires raising standards, adopting innovations, and leaving a legacy of progress. “Responsibility and transformation are the ingredients that will sustain the Judiciary’s advancement,” she noted, adding that innovation was particularly vital in the face of limited resources and growing citizen demands.
The Registrars went on to present their management reports for their Circuits/Divisions.
