Jinja City – Mukono District Local Government’s technical team has wrapped up a two-day performance assessment retreat at the Civil Service College in Jinja City with renewed commitment to improve accountability, teamwork, and service delivery ahead of the 2025 performance assessments.
The retreat, held from Tuesday, 12th August to Wednesday, 13th August 2025, was organized by Mukono District Local Government under the support from Greater Kampala Metropolitan Area Urban Development Programme (GKMA-UDP) in partnership with the Office of the Prime Minister.
The session brought together all heads of departments and sector leaders, under the guidance of Deputy Chief Administrative Officer Mr. Muhumuza Stephen, to review the 2024 performance results and strategize for improved outcomes in 2025.
The Chief Administrative Officer (CAO) of Mukono Elizabeth Namanda, in her closing remarks, underscored the importance of teamwork and self-assessment among technical leaders. She urged departments to identify gaps and strengthen internal systems to enhance service delivery to the people of Mukono. Namanda cautioned that failure to meet targets could result in unutilized funds being returned to the government, jeopardizing development programs.
“The purpose of this retreat is to reflect on past performance, understand the assessment tools, and position ourselves better before the upcoming evaluations in September and November,” Namanda said.
Monitoring and Evaluation Specialist from the Ministry of Kampala Capital City and Metropolitan Affairs, Mr. Hannington Mutabarura, highlighted that the retreat aimed to orient and support Mukono’s technical team on performance assessment tools and strategies for achieving positive results. “Better scores mean more funding for the district,” he emphasized.
However, Mutabarura also raised concerns over delays in project implementation, attributing them to challenges such as community resistance in providing land for infrastructure and political interference. He cited the example of Nakifuma-Naggalama Town Council, where securing land for a new market project has been significantly delayed.
The retreat concluded with strong pledges from department heads to adopt corrective measures, embrace teamwork, and implement strategies that ensure timely project execution and improved service delivery. Participants agreed that sustained collaboration and accountability will be critical in meeting the district’s development targets and securing additional funding through improved performance.
