Mukono District Receives State of the District Address

MUKONO- The Mukono District Council, chaired by Rt. Hon. Betty Hope Nakasi, convened for its second plenary sitting of the 2025/2026 Financial Year to receive the State of the District Address from the District Chairperson Hon. Rev. Dr. Peter Bakaluba Mukasa in fulfillment of Section 1(c) of the Local Government Act, Cap 243.

The law mandates the District Chairperson to present an annual report on the state of affairs of the district.

 

The session brought together the District Executive Committee, the Chief Administrative Officer Ms. Elizabeth Namanda, her Deputy Mr. Muhumuza Stephen, Hon. Councilors, Heads of Departments, Sector Heads, and members of the public, marking a moment of accountability and reflection on Mukono’s development journey.

In her remarks, Rt. Hon. Betty Hope Nakasi, who also serves as the Woman Councilor representing Mukono Central Division, emphasized the need for improved performance among key statutory committees, notably the District Service Commission, District Public Accounts Committee, and District Land Board. She urged them to fulfill their mandates effectively to ensure timely and quality service delivery for the people of Mukono.

Delivering the State of the District Address for FY 2024/2025 and priorities for FY 2025/2026, Hon. Rev. Dr. Peter Bakaluba Mukasa expressed profound gratitude to the Government of Uganda, the taxpayers of Mukono, and all development partners for their support in driving the district’s transformation agenda.

He acknowledged the challenges encountered but gave glory to God for sustaining Mukono through steady progress and resilience.

Dr. Bakaluba highlighted key milestones achieved during his tenure, including Near completion of the District Administration Block,Tarmacking of key roads, such as the 7.8km Ntenjeru–Bule Road launched by Minister Hajjat Minsa Kabanda,Expansion of water and electricity projects to rural areas, and Continued promotion of transparency and accountability in district operations.

“Success has many fathers, failure has only one. Together, we have fathered many accomplishments. We have managed a corrupt-free District and never shied away from addressing our weaknesses,” he remarked.

Tracing his long journey from a local council leader in Nabuti to Member of Parliament for Mukono North and South, and later as the first NUP District Chairperson (LC V), Dr. Bakaluba reflected on a life of service anchored in faith and integrity.

He extended heartfelt appreciation to his District Executive Committee, Councilors, and technical staff, including the CAO, CFO, District Planner, and departmental heads for their teamwork and professionalism.

“You translated my dream into a practical reality,” he added.

Highlighting Mukono’s fiscal progress, the Chairperson revealed that the district’s planned expenditure had grown from UGX 48.04 billion in FY 2020/2021 to UGX 180.8 billion in FY 2025/2026, marking significant growth in revenue and service delivery capacity.

This financial leap has enabled the district to supervise and commission numerous infrastructure projects, including schools, health facilities, irrigation schemes, and road works.

Dr. Bakaluba reaffirmed his intention to contest for Member of Parliament, Mukono Municipality (2026–2031), pledging to continue advocating for development, unity, and good governance. He called for forgiveness, cooperation, and continuity in service, reminding leaders that “in politics, there are no permanent enemies.”

The State of the District Address reaffirmed Mukono’s steady transformation under the stewardship of Hon. Rev. Dr. Peter Bakaluba Mukasa. As the District sets its priorities for FY 2025/2026, the Council echoed its appreciation to the Government, development partners, and citizens for their unwavering contribution toward the district’s progress.

With a growing budget, strengthened partnerships, and a clear vision, Mukono stands ready to continue its journey toward becoming a vibrant and self-sustaining city.
