KAMPALA– A few days after High Judge Collins Acellam has issued an order requiring the Chief of Defence Forces (CDF) , Directorate of Defence Intelligence and Security under the UPDF to produce politician Sam Mugumya dead or alive in court, the Army has reported back to court.

UPDF through Lt Colonel Edgar Musasizi Director Civil Affairs at the Ministry of Defence and Veteran Affairs have denied having or knowing the whereabouts of the missing politician.
“In obedience to writ, I do satisfy and return that Sam Mugumya has not at any material time been in the custody of the respondents in this matter.” Musasizi submitted
He also pointed out that, working on orders of CDF, they have been able to conduct search in records of all their detention facilities, their findings are that , Mugumya has never been in any of their facilities from the period of 15th April upto date.
“I therefore confirm that the said Sam Mugumya is not in our custody and we don’t know his whereabouts.” Musasizi further added
On issuing the Habeas corpus last week on Friday, High Court judge Acellam Collins emphasized that,
it was reported that some body was missing after being arrested by security operatives, but there was no proof that he was charged before Courts of law and remanded into lawful custody.
Court gave the Army seven days to produce Mugumya before a competent court , and the days have elapsed today.
