Mukono District , Partners Conduct Monitoring to Boost Operational Excellence and Infrastructure Access

Mukono District Local Government, in collaboration with members of the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP) Program Technical Committee (PTC), has carried out a monitoring and supervision exercise to assess the progress of key infrastructure projects.

The exercise aimed to ensure management and operational excellence while increasing access to enhanced infrastructure services, as measured through performance assessments.

The team inspected ongoing development projects to evaluate their status, challenges, and overall progress. This exercise followed the district’s submission of a detailed progress report to the committee.

 

Speaking during the engagement, the Chief Administrative Officer (CAO), Ms. Elizabeth Namanda, expressed appreciation for Mukono’s integration into the GKMA, noting that the initiative has significantly accelerated development in the district.

 

She highlighted notable achievements, including the completion of the Mukono District Administration Block, largely funded by the World Bank, the National Financing Group (NFG), and the Ministry of Finance. These interventions have improved working conditions at the district headquarters.

Ms. Namanda also mentioned the Ntenjeru–Buule Road project worth UGX 36 billion, and the Institutional Strengthening Grant (ISG) which facilitated the procurement of ICT equipment such as 40 local revenue collection gadgets, 31 computer desktops, 11 laptops, 21 printers, one heavy-duty photocopier, and three boardroom projectors. While acknowledging progress, she noted land constraints as a challenge but revealed that Construction of Slaughter Slab, Skilling Center and Mini Market in Nakisunga Sub county in Kyetume is under consideration, pending approval.

One of the flagship projects reviewed was the Ntenjeru–Buule Road, aimed at improving infrastructure and mobility. The road, fully advertised, will span 7.8 kilometers from Buule to Bujiji and an additional 10.5 kilometers from Bujiji to Ntenjeru in the first phase. Other critical project sites visited included Kyetume and the Katosi Swamp. The CAO reaffirmed the district’s commitment to ensuring successful completion of these projects.

Representing the District Chairperson LCV, Hon.Rev.Dr.Peter Bakaluba Mukasa, Hon. Joram Kabali Kimera, the Vice Chairperson and Secretary for Finance, Planning, and Administration, commended the PTC from the Ministry of Kampala Capital City and Metropolitan Affairs and Mukono’s technical staff for spearheading implementation on the ground. He emphasized that Mukono has long been regarded as a model district, and the ongoing projects are restoring that reputation.

Eng. Evelyn M. Ahabyona from the National Planning Authority and PTC Team Leader, outlined the key objectives of the monitoring exercise: assessing progress in implementation, mobility, and connectivity; reviewing climate resilience and environmental safeguards; evaluating job creation and institutional support; and identifying challenges hindering project delivery.

During field visits, the team inspected contractor workspaces and addressed pending political documents requiring approval. However, concerns were raised regarding delays on the Ntenjeru–Buule Road project, which appeared unlikely to commence by the scheduled date of September 2, 2025, due to poor communication among key partners and delays in document approvals.

Despite these challenges, Ms. Nsereko Patience, Principal Environment Officer at the Ministry of Kampala Capital City and Metropolitan Affairs, expressed optimism that improved coordination and stronger communication would accelerate progress.

The monitoring exercise reaffirmed the government’s commitment to strengthening urban infrastructure and service delivery in Mukono. While challenges such as delayed approvals and land constraints persist, the district leadership pledged unwavering support to ensure timely completion of projects. The interventions under the GKMA-UDP are expected to enhance mobility, promote climate resilience, create jobs, and improve institutional capacity ultimately transforming Mukono into a more connected and sustainable district within the Greater Kampala Metropolitan Area.
