Mukono District Council Approves UGX 496.8M Supplementary Budget for Urban Resilience and Planning under GKMA-UDP

Mukono – Mukono District Council, under the leadership of Speaker Hon. Betty Nakasi Hope, has approved a UGX 496.8 million supplementary budget under the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP) and endorsed the customization of the Senior Physical Planner post in the district staff structure to enhance urban planning capacity.

The decision was made during the first plenary session for the Financial Year 2025/2026, held at the district council chambers, in a sitting that combined gratitude, recognition of service, and strategic planning for improved service delivery.
In her opening address, Speaker Nakasi thanked God for guiding the council to this milestone and extended special appreciation to His Majesty Kabaka Ronald Muwenda Mutebi II for his 32 years of exemplary leadership to the people of Buganda.
“We thank God for bringing us this far and we also thank Him for blessing Buganda with a King who has led his people by example for 32 years,” she said. “His Majesty’s contributions to health, education, and agriculture are remarkable. He has supported farmers with modern agricultural tools, including tractors distributed to each county in Buganda. As Mukono District Local Government, we do not take this for granted.”
She prayed for continued wisdom and strength for the Kabaka and praised Kyaggwe County’s outstanding performance in the Masaza Cup Tournament, urging council members and residents to keep supporting their team as a symbol of unity and youth development.
Following Regulation 28(3) of the Local Government (Finance and Accounting) Regulations, 2007, the council approved Supplementary Budget No. 1, presented by Hon. Jorem Kabali Kimera, Vice Chairperson LCV and Secretary for Finance, Planning, and Administration.
The budget allocation is as follows:
• UGX 407,000,000 for the installation of 74 solar streetlights in lower local governments under Urban Resilience, Climate Change/Disaster Risk Management, and Environmental and Social Management.
UGX 89,750,796 for the preparation of 50 Detailed Action Plans (DAPs) for lower local governments under Urban Planning Services.
This increases Mukono District’s total annual budget for FY 2025/2026 from UGX 180,894,349,078 to UGX 181,391,874,000, aligning with GKMA-UDP’s objectives to promote sustainable urban development and improved service delivery.
The council also approved the customization of the Senior Physical Planner position, as moved by Hon. Jorem Kabali Kimera. This role will streamline supervision of physical planning activities in town councils and ensure effective implementation of development initiatives.
LC V Chairperson Hon. Rev. Dr. Peter Bakaluba Mukasa, who also serves as Secretary for Education and Sports, commended three retiring officers for their exemplary service:
 Mr. Mujjuni William – District Natural Resources Officer
Eng. Mugish John Apuuli – District Engineer
Dr. Kiryabwire – Principal Veterinary Officer, Production Department
The Chairperson requested the CAO to organize tokens of appreciation for their contributions and to replace them promptly to avoid service gaps.
Water, Works & Natural Resources: Prioritize local employment with GKMA contractors and enforce development plans before new constructions.
Health & Education: Urgent recruitment of radiologists, intensified monitoring of health facilities, and emergency response for collapsed buildings at Nasejjobe Primary School.
Production: Follow up on incomplete irrigation sites, address staffing gaps, and secure reclaimed lake reserves in Katosi.
Community-Based Services: Reallocate locally raised revenue to strengthen the Probation Office and streamline UNICEF operations to align with district priorities.
Finance, Planning, and Administration: Hon. Emmanuel Mbonye reported improved revenue collection, urged intensification to meet budget targets, recommended prioritizing the GKMA retreat, ensured pensioners access payroll within two months, and proposed awarding certificates of service to councilors for five years of representation.
Additional resolutions included prioritizing the GKMA retreat, ensuring pensioners receive timely payroll, and recognizing councilors’ five years of service.
The plenary session reflected Mukono District Council’s strong commitment to urban development, accountability, and inclusive governance. Speaker Nakasi concluded:
“We appreciate your dedication to the people of Mukono. Together, we can achieve more if we stay united and focused on service delivery.”
The meeting was attended by members of the District Executive Committee, district councilors, CAO Ms. Elizabeth Namanda, Deputy CAO Mr. Muhumuza Stephen, heads of departments, and guests from various sub-counties.
Mukono District Council has set a clear path for the FY 2025/2026 through strategic investments in urban resilience, strengthened planning structures, and recognition of dedicated public service. These measures demonstrate the council’s resolve to promote sustainable development, enhance service delivery, and foster unity among its residents.
