KAMPALA– National Resistance Movement (NRM) tribunal has finally released it’s findings for the petition which was filed by Hon. Persis Namuganza, the state Minister for Housing challenging the Victory of her rival Emmanuel Maganda who was declared the flag bearer for the party on Bukono Constituency Parliamentary seat.

Namuganza who was not happy with the findings, petitioned the tribunal seeking to over turn the results on grounds that the process was marred with irregularities, fraud, forgery, and malpractices, asked the results to be overturned or else she was ready to cross to opposition or stand as an independent candidate on the same post.
In the ruling signed by; John Muslime, the head of the panel, with Joseph Ogwang (Member) and Tendo Lubwama (Member), it was agreed that the election process was full of irregularities which affected the outcomes.
“The Tribunal thus finds that the tallying process did not conform to NRM Regulations, and the election was not conducted in accordance with the law.”
That the irregularities surrounding tallying, particularly the unexplained issuance of a declaration form without a concluded tally, substantially affected the result.
“Having found that the tallying process was fatally flawed, the Tribunal holds that the Petitioner is entitled to remedies. However, given that voting did occur across the constituency, the fairest order is a repeat election only in Kibaale Sub-County and Kibaale Town Council, so that the final outcome reflects a lawful and transparent tally.”
Having established the above findings, the committee ordered for repeating of election in Kibaale Sub-County and Kibaale Town Council shall within twenty-one (21) days of this ruling, secondly, the declaration of the duly elected NRM flag bearer for Member of Parliament and that Bukono Constituency, shall abide the outcome of the repeat election in Kibaale Sub-County and Kibaale Town Council.
