Mukono District Local Government has officially received a motorcycle and modern printing equipment from Enabel – the Belgian Development Agency – to support the Community Based Services Department in delivering more effective and timely services.
The equipment, which includes a motorcycle, digital and standard printers, protective gear, and other accessories, is part of Enabel’s contribution under the Advancing Respect for Human Rights by Businesses in Uganda (ARBHR) Project.
The ARBHR Project, jointly implemented by Enabel and the Ministry of Gender, Labour, and Social Development (MoGLSD), is a three-year initiative funded by the European Union. Launched in October 2023, the project aims to reduce human rights abuses, particularly those affecting women, and focuses on strengthening workplace rights in the Greater Kampala Metropolitan Area, including Mukono District.
The motorcycle and printing machines were first received on 11th July 2024 by Mr. Daniel Kamra, the Principal Assistant Chief Administrative Officer, on behalf of the CAO Ms. Elizabeth Namanda, at Enabel’s head offices in Kololo, Kampala. The official handover to the district was held at Mukono District Headquarters in the presence of the Finance and Planning Committee, which later handed the equipment to the Community Based Services Department.
Ms. Doreen Belinda, the Enabel focal person in Mukono, Mukono noted that one of the critical challenges facing Community Development Officers (CDOs) is inadequate transport, which hampers their ability to reach communities. She emphasized that the donated motorcycle and accessories were specifically meant to address that gap and improve mobility, efficiency, and fieldwork coordination among officers.
The District Community Development Officer, Ms. Minisa Namulondo, expressed deep appreciation to Enabel for their support, saying the department had long struggled with transport, printing, and document production. “These donations will not only ease our work but also increase our output in the field and at the office,” she said.
While receiving the equipment, the Chief Administrative Officer, Ms. Elizabeth Namanda, commended Enabel for the valuable support and stressed the importance of accountability. “As a district, we follow due process when receiving donations, and we do not take this for granted. I urge the Community Based Services team to use this equipment wisely and consider rewarding the most committed CDO as a motivation strategy,” she said.
Representing the Finance and Planning Committee, former District Speaker Hon. Emmanuel Mbonye urged the department to prioritize maintenance. “One of the common weaknesses in Local Governments is poor equipment maintenance. Let us not find this motorcycle in a bad state in two years. Use it responsibly and ensure timely repairs,” he advised.
This donation marks a significant step toward strengthening grassroots service delivery in Mukono District. With improved mobility and operational tools, Community Development Officers are better positioned to reach underserved populations, promote human rights in workplaces, and respond effectively to community needs. The district leadership has pledged to ensure the equipment is used strictly for official purposes and maintained properly to serve its intended purpose for years to come.
